The “Criminal Alien of the Week Report” in the last week of November 2023 has for your radio listeners and webpage followers the case of a serial criminal alien and repeat immigration violator, who has been federally charged with drug trafficking in Multnomah County, Oregon.

Some background information, on Wednesday, January 25, 2023 the U.S. Attorney’s Office, District of Oregon (USAODO), issued a news release titled “Honduran Man Arrested in Portland Trafficking Rainbow Fentanyl and Firearms Charged in Federal Court” who the subject of interest was Jose Isidro Zuniga Torres (U.S. District Court for the District of Oregon Case Number: 3:23-cr-00072).

Here is an excerpt from USAODO’s January 25th news release on Jose Isidro Zuniga Torres :

“PORTLAND, Ore.—A Honduran man residing in Portland is facing federal charges after he was arrested moving two kilograms of rainbow-colored fentanyl and several firearms between two Portland-area motels.

Jose Isidro Zuniga Torres, 47, has been charged by criminal complaint with conspiracy to possess and possess with intent to distribute fentanyl.

According to court documents, the U.S. Drug Enforcement Administration (DEA), Homeland Security Investigations (HSI), and Tigard Police Department are engaged in an ongoing investigation into the suspected trafficking of illegal narcotics from Mexico for distribution and sale in Oregon and Washington state.” – U.S. Attorney’s Office, District of Oregon.

Since June 18, 2023 Jose Zuniga Torres, age 48, has been incarcerated at the Columbia County Jail (CCJ) in St. Helens, Oregon where a U.S. Marshalls (USM) HOLD has been placed on him.

Checking out the possibility of Jose Zuniga Torres (Case Number: 23CR33901) facing other criminal charges, on November 14, 2023 the “Criminal Alien of the Week Report” did a OREGON JUDICIAL DEPARTMENT – Online Records Search on him that revealed on July 17, 2023 he had been charged in Columbia County Circuit Court with one count of Third Degree Assault.

Beyond the state of Oregon, Jose Isidro Zuniga Torres (Federal Arizona District Court Case Number: 4:21-cr-02214) was arrested in the state of Arizona on Sunday, May 23, 2021 and on Monday, May 24, 2021 a federal prosecutor filed a complaint against him in U.S. District Court for the District of Arizona for a federal (unknown) criminal charge(s). Jose Isidro Zuniga Torres on Wednesday, September 8, 2021 pled guilty to federal (unknown) criminal charge(s).

Seeking information on Jose Isidro Zuniga Torres’s immigration status on Tuesday, November 14, 2023 the “Criminal Alien of the Week Report” contacted via e-mail U.S. Immigration and Customs Enforcement (ICE) Public Affairs for the Northwest Region.

On Wednesday, November 29, 2023 an ICE Public Affairs Officer (PAO) responded via e-mail with the following statement on Jose Isidro Zuniga Torres:

“ICE officers make enforcement decisions on a case-by-case basis in a professional and responsible manner, informed by their experience as law enforcement officials and in a way that best protects against the greatest threats to the homeland.

ON BACKGROUND:

Jose Isidro Zuniga-Torres, 48, is a citizen of Honduras convicted of illegal reentry and charges related to drug trafficking, removed by U.S. Immigration and Customs Enforcement (ICE) six times. He was first encountered by ERO Seattle in Portland, following his arrest for manufacture or delivery of a controlled substance by the Portland Police Bureau Nov. 5, 2003. ERO Seattle arrested him for illegal reentry, which he was later convicted of by the U.S. District Court, District of Oregon. Zuniga-Torres is currently in custody at the Columbia County Jail in St. Helens, Oregon, on charges related to trafficking fentanyl and has also been charged for in-custody assault. ERO Seattle has placed immigration detainers with the U.S. Marshals Service Jan. 24 and with the Columbia County Jail July 17.

Dates and courts of criminal conviction:

• June 4, 2002 – Denver County Court, drug possession, sentence of 10 days jail and three years probation.
• Dec. 11, 2002 – California Superior Court for San Francisco County, felony transport of a controlled substance, sentence of 63 days jail (suspended) and three years probation.
• 26, 2004 – U.S. District Court, District of Oregon for Illegal Reentry, sentence of 164 days prison.
• May 11, 2006 – California Superior Court for San Francisco County of felony transport of a controlled substance, sentence of 41 days jail (suspended) and three years probation.
• Aug. 6, 2009 – California Superior Court for San Francisco County of felony possession of cocaine Base for sale, sentence of 1 year jail (suspended) and five years probation.
• July 30, 2010 – U.S. District Court, Northern District of California for Illegal Reentry, sentence of 21 months prison followed by three years supervised release.
• Nov. 16, 2017 – California Superior Court for Oakland of felony possession of a controlled substance, sentence of 156 days jail and three years probation.
• Dec. 15, 2021 – U.S. District Court, District of Arizona for illegal reentry, sentence of 12 months in prison followed by three years of supervised release.

Dates of removal performed by ICE, as ordered by an immigration judge:

• Feb. 12, 2003
• July 14 2004
• April 22, 2005
• Sep. 27, 2006
• Oct. 4, 2011
• June 10, 2022

Summing up the topic of this week’s report, Honduran national Jose Isidro Zuniga Torres, convicted three times for illegal entry into the United States, sentenced for each conviction to incarceration time in federal prison, ordered removed by U.S. Immigration Judge six times from the United States, is clearly brazenly unlawfully present in the country.

Jose Isidro Zuniga Torres, if convicted of drug trafficking in U.S. District Court for the District of Oregon, could be sentenced to serve time in the U.S. Federal Bureau of Prisons (BOP) prison system with more than 24-thousand criminal aliens.
